Wouldn't those be cute to make for a toddler, or to sell at a school craft fair or something similar?  If you could get the tulle for a cheap price it would be even better!  Simple enough for a kid to make, too - nice little summer business perhaps.

I made one of these this afternoon, only I looped the tulle onto a piece of pink satin ribbon instead of elastic.  It's pretty darn cute!  Now, I just need a little girl with a 20" waist to give it to. smile

I paid a lot of money for one of these little tutus as a gift last year.  Jen, I sent the link to her mom in case she wants to make one for her.  big grin

It was so simple and fast!  I used the spools of 6" tulle from the bridal section of Michaels and 1.5" satin ribbon.  I cut 28" strips of tulle.  All in all the project was less than $7 and less than an hour of work.  Not bad!  With a 40% Michaels coupon or a cheaper source of tulle, this could be a really cheap project.
